Sentencing should distinguish sharply between minor wrongdoing and deliberate grave violence. Criminal punishment may legitimately serve protection, proportionate retribution, restoration of public order, restitution, deterrence and rehabilitation.

- For legal precision, punish criminal sexual conduct such as abuse, exploitation, grooming and illegal child-abuse material rather than a psychiatric diagnosis or attraction by itself.
