Eligibility for High Public Office

The highest offices of the nation are reserved for citizens with a birth, descent and historical connection to the country rather than acquired citizenship alone.

Position

Ordinary citizenship and eligibility for supreme constitutional, security and military offices are distinct questions. Naturalization alone does not create eligibility for the highest offices of state.

Policy

  • Apply heightened eligibility rules to head of state, head of government, defence and internal-security leadership, senior armed-forces command, senior intelligence leadership and other offices of exceptional constitutional authority.
  • Require citizenship from birth and a demonstrable ancestral or historical national connection.
  • Require substantial national roots, command of the national language and an established record of loyalty to the constitutional and national order.
  • Ordinary naturalization, regardless of duration, does not by itself confer eligibility for these offices.
  • Define precisely by statute which offices fall within the restricted category.

Implementation note

Rules based on descent, birth or ethnic origin would face major equality and non-discrimination challenges under current European and international human-rights law. Any implementation would require unusually precise legal criteria and potentially constitutional or treaty change.
