Position

Older people who have contributed to society should not face destitution, but retirement provision should not make citizens wholly dependent on one centralized state system.

  • Guarantee a basic pension sufficient to protect elderly citizens from poverty.
  • Encourage occupational and sectoral pension funds organized through employers, guilds, professional chambers and other intermediate institutions.
  • Encourage private retirement saving and long-term household asset ownership.
  • Credit periods devoted to raising children or providing substantial family care when calculating public pension entitlements.
  • Avoid pension rules that structurally penalize marriage, parenthood or family care.
  • Maintain fiscal sustainability so one generation does not impose unpayable obligations on the next.
  • Permit national variation in the balance between public, occupational and private provision.
