Economic sanctions are exceptional instruments for exceptionally grave cases, not routine tools of ideological alignment.
Position
Sanctions may be justified where grave wrongdoing is clearly identified and non-military coercion has a realistic prospect of limiting it without disproportionate harm to civilians.
Policy
- Require a serious and clearly identified objective.
- Prefer targeted measures against responsible officials, organizations, military assets or financial networks over indiscriminate civilian punishment.
- Use sanctions only where less coercive alternatives are insufficient.
- Assess whether measures have a reasonable prospect of achieving their objective.
- Consider foreseeable harm to innocent civilians.
- Review sanctions periodically and remove them when their legitimate purpose ends or costs become disproportionate.
- Maintain humanitarian exemptions for essential civilian goods wherever practicable.
- Reserve very broad economic sanctions for exceptionally grave circumstances.
