A CBDC must not replace physical cash or become a compulsory, programmable system of transaction surveillance.

Position

A central-bank digital currency may be tolerated as an optional payment instrument only under strict privacy and decentralization safeguards.

Policy

  • Do not abolish cash in favour of a mandatory CBDC.
  • Do not require salaries, benefits or ordinary transactions to use CBDC infrastructure exclusively.
  • Do not permit routine government monitoring of every lawful transaction.
  • Prohibit programmable political restrictions on otherwise lawful purchases.
  • Prohibit artificial expiry of citizens' money.
  • Prohibit use of CBDCs for social-credit systems.
  • Preserve meaningful private transactions within proportionate anti-crime rules.

The manifesto does not name CBDCs, but explicitly guarantees meaningful access to physical money and rejects unnecessary technological dependency and surveillance.
