Taxation

Taxation is legitimate for the common good but should be fair, family-sensitive, non-confiscatory and compatible with broad ownership, productive work and subsidiarity.

Position

The tax system should finance legitimate public functions without becoming a mechanism for eliminating private property, discouraging family formation or unnecessarily centralizing social responsibilities.

Policy

  • Apply taxes by clear law, reasonably and fairly.
  • Keep the overall burden compatible with household independence, saving, productive enterprise and broad property ownership.
  • Give substantial recognition to dependent children and avoid marriage or child-rearing penalties.
  • Prefer productive work and long-term investment over speculative extraction where tax design can distinguish them coherently.
  • Avoid disproportionate compliance burdens on small firms, family enterprises, farms and craftsmen.
  • Collect revenue at the lowest competent level where practicable.
  • Use moderate progression in income taxation while avoiding punitive marginal rates.
  • Protect ordinary family homes, farms and operating family businesses from inheritance-tax structures that force unnecessary liquidation.
  • Remain cautious toward recurrent general wealth taxes that can tax illiquid property independently of income.
  • Use reduced consumption-tax treatment for essentials where practicable.

Limits and unresolved details

  • Exact rates are not prescribed and remain a national implementation question.

Implementation note

Implementation note

Catholic social teaching treats payment of taxes as part of solidarity, while requiring reasonable and fair application, integrity in public spending and special attention to families.

    Family

The family formed around marriage is the fundamental social institution, and public policy should make marriage and child-rearing materially realistic.

    Private Property and Broad Ownership

Property is a source of independence and responsibility. The answer to concentration is wider ownership, not the abolition of property.

    Detailed Housing Restrictions

Housing should principally serve habitation and community, with policy aimed at widespread family ownership rather than permanent financial extraction.

Every question in this catalogue carries a position. Entries marked Derived follow the direction of the manifesto without their implementation being fixed, and several name the legal or treaty change they would require. Positions are revised as the movement decides; the version and date above say which text you are reading.
