Indiscriminate permanent retention of the communications metadata of the entire population should be rejected.

The state may obtain communications records for legitimate investigations, but ordinary citizens should not be treated as permanent suspects.

- Reject indefinite mass retention of everyone's communications metadata.
- Permit targeted preservation and access for investigation of serious crime and national-security threats.
- Normally require judicial or comparably independent authorization for access.
- Use limited retention periods and delete unrelated data when lawful retention expires.
- Do not make bulk surveillance the default architecture of communications infrastructure.
- Maintain strong oversight of law-enforcement and intelligence access.
