- Do not permit excessive Russian leverage over European political or economic institutions.
- Do not enter wars against Russia merely for ideological or geopolitical prestige.
- Permit proportionate responses to grave violations of peace or severe attacks on innocent populations.
- Seek negotiated settlements where realistic.
