Agreed Policy
Employment and Self-Sufficiency of Foreign Residents
Able-bodied non-citizen residents are expected to remain economically self-supporting and ordinarily do not receive the same open-ended welfare entitlement as citizens.
Position
Foreign residence is granted for defined purposes and remains conditional. Work-capable residents should normally support themselves through employment, self-employment, study, training or recognized caregiving rather than permanent avoidable dependence upon public assistance.
Policy
- Require temporary and ordinary non-citizen residents to maintain sufficient lawful means of support, subject to reasonable grace periods after involuntary job loss.
- Permit employment, self-employment, full-time education, vocational training and substantial family caregiving to count as legitimate participation.
- Provide exceptions for genuine disability, incapacity, retirement, children and temporary hardship despite reasonable efforts to work.
- Limit ordinary non-emergency welfare for non-citizens where constitutionally and legally permissible.
- Preserve emergency food, shelter and medically necessary care where withholding them would violate basic legal or humanitarian obligations.
- Treat repeated avoidable dependence on public assistance as a possible ground for residence review where the permit was expressly conditioned on self-sufficiency.
- Keep acquired citizenship separate: ordinary unemployment alone does not automatically convert a citizen into an unlawful resident.
Limits and unresolved details
- The exact grace period after job loss should be set in implementing legislation rather than hard-coded into the constitutional principle.

Current EU long-term-residence rules require stable and regular resources to acquire long-term status, but current law also gives long-term residents significant protections and does not permit expulsion solely on economic grounds. The movement's proposed framework would go further for categories of non-citizen residence.
