Non-citizen residence status is easier to lose than citizenship and may be withdrawn when defined conditions of admission or continued residence are materially violated.
Residence is a conditional legal permission. Serious criminality, material fraud, grave security threats and persistent failure of expressly stated residence conditions may justify withdrawal and return.
Implementation note
Current EU law provides stronger protections to long-term residents. The current long-term-residence directive allows loss of status after specified absences and permits expulsion only for an actual and sufficiently serious public-order or security threat; economic considerations alone may not justify expulsion. The proposed movement policy would therefore require changes where it is broader than existing EU rules.
Remigration is the organized return of persons who lack or lose a lawful basis to remain, combined with voluntary-return policy, strict enforcement of residence conditions and review of status obtained through fraud or qualifying irregularity.
Serious non-citizen offenders are removed after the criminal process and permanently excluded; ordinary immigration violations normally attract a ten-year re-entry ban.
Integration means demonstrable linguistic, civic, economic and social incorporation into the receiving nation; residence alone is insufficient.
Return policy uses a hybrid enforcement model: identification and removal detention where necessary, followed by restricted temporary status if removal remains temporarily impossible, with continued efforts to establish nationality and secure readmission.
