- Maintain diplomatic relations according to ordinary national interest.
- Do not grant unconditional political support to either side.
- Condemn deliberate attacks on civilians regardless of perpetrator.
- Sell no arms, and conduct no military-industrial cooperation, with any party to the conflict while it continues.
- Permit humanitarian assistance where it reliably reaches civilians in genuine need.
- Avoid direct military involvement absent an extraordinary threat satisfying strict legitimate-defence criteria.
- Support realistic diplomatic efforts capable of reducing violence.
- Do not permit imported sectarian intimidation or political violence within Europe.

This is non-alignment, not indifference to civilian harm or international humanitarian obligations. The arms restriction applies to every party without exception: it follows from the presumption against fuelling a conflict Europe is not party to, and is not a measure directed at one state.
